The Singularity Engine Time Accelerator, or SETA for short, is an extension of the normal ship drive and is based on a spatial-temporary distortion phenomenon. In other words it compresses time so things outside your ship appear to move quicker!
Pressing J activates and deactivates the SETA, but it will also deactivate automatically if you touch any of the controls or your ship is in danger of a collision.
Normally it makes time appear to pass 6 times faster, but you can adjust this in the Options menu (press Shift-O) up to a maximum of 10 times. Note that everything in the X-Universe happens faster when SETA is activated, not just the movement of your ship.
